Kentucky issuing driver's licenses again - The Record

Grayson Countians can start renewing their driver’s licenses, but the process will take more time than most are used to.
On May 29, Circuit Court Clerk Stacie Blain announced her office is able to issue licenses and photo identifications on a restricted schedule.
Only one person at a time will be allowed into the clerk’s office and everyone coming into the building must wear a facial mask. No purses or backpacks will be allowed.
Licenses and IDs will be issued on Mondays, Wednesdays, Thursdays and Fridays from 8 to 11:30 a.m. and 12:30 to 3:30 p.m.
People will have to bring their old licenses and any other required documents with them. A bailiff will give them the necessary paperwork to fill out and they will be required to wait outside until their names are called.
Blain said the restrictions stem in part from staffing reductions
in place through the Ken­tucky Supreme Court, which oversees circuit clerks’ offices statewide. It is limiting staffing to 50 percent because of the COVID-19 pandemic.
Tuesdays will be reserved for those needing permit testing, but they only can sign up in Grayson County. They will receive paperwork to sign up for testing in Hardin County, according to Blain.
That change is based on new policies recently announced by the Kentucky State Police Driver Testing Branch.
It has resumed permit testing in select counties only, those it said where requirements for social distancing and other anti-virus recommendations can be met.
KSP said it will make an announcement at a later date regarding road tests to begin in July.
Driver’s license services were suspended March 18 when Gov. Andy Beshear closed in-person government services because of the COVID-19 pandemic. The temporary move was meant to stop people from waiting at offices in person and potentially exposing themselves to the virus.
Kentucky Transportation Cabinet Secretary Jim Gray issued an order giving everyone a 90-day extension on the validity of licenses that expired during the shutdown.
Those whose licenses, permits and ID cards expire between March 1 and June 30, though, also have the option to renew by mail under an executive order recently signed by Beshear.
To do so, visit https://kycourts.gov/Pages/DLreopeningplan.aspx and download the form from the link on the right side of the page.
The Kentucky Transportation Cabinet will make your existing photo available to the circuit court clerk, so you will not need to submit a new photo.
You can submit your application and payment by email to GraysonCountyDL@kycourts.net, mail it
to the clerk’s office or drop it off at the Grayson County Judicial Center.
The clerk’s office will then mail the license, permit or ID card to the applicant. The apply-by-mail system will continue through July 31, according to the governor’s office.
If your driver’s license, permit or ID card expired before March 1, you must make an in-person visit to the clerk’s office for a new one.
REAL ID applications cannot be accepted through the mail because of federal security requirements.
