Here’s what you need to know to navigate the markets today.

• President Joe Biden and Sen. Shelley Moore Capito will meet again on Monday as they try to negotiate a bipartisan agreement on infrastructure. Biden on Friday rejected the Republicans’ offer, proposed by Capito (R., W.Va.), to add about $50 billion to their $928 billion infrastructure plan. White House press secretary Jen Psaki said the latest offer “did not meet his objectives to grow the economy, tackle the climate crisis, and create new jobs,” but that Biden will continue meeting with senators from both parties on a “more substantial package,” CNBC reported. Biden, who cut the size of his infrastructure package to $1.7 trillion, told Capito he wanted at least $1 trillion in new spending over current levels, but the Republican plan includes only about $250 billion over current spending. “It’s just a bit perplexing why the Republicans haven’t moved further on critical pieces,” U.S. Energy Secretary Jennifer Granholm  told CNN on Sunday. “Republicans have pushed four pieces of the energy infrastructure that the president had put into the American Jobs Plan that are not in their counteroffer,” adding, “the president still has hope. [Sen.] Joe Manchin still has hope. We all have hope that it can happen.” Meanwhile, House Transportation and Infrastructure Committee Chair Rep. Peter DeFazio (D, Ore.) has introduced a surface transportation bill to invest $547 billion over five years to modernize roads, bridges, rail and public transport. The bill is scheduled for a committee markup on Wednesday.

• Sen. Joe Manchin said he will not support the For the People Act voting rights bill. “I think it’s the wrong piece of legislation to bring our country together and unite our country, and I’m not supporting that because I think it would divide us further. I don’t want to be in a country that’s divided any further than I’m in right now,” he told “Fox News Sunday,” saying: “I think there’s a lot of great things I agree [with] in that piece of legislation but there’s an awful lot of things that basically don’t pertain directly to voting.” The West Virginia Democrat repeated his objection to getting rid of the Senate filibuster. He also said Senate Minority Leader Mitch McConnell’s comment about being 100% focused on blocking Biden’s agenda was “100% wrong.” Manchin said he supports Biden and what he’s trying to accomplish. “No one understands the Senate, the makeup of the Senate and the challenges that we have as a Senate more than President Joe Biden, who was here over 30-some years,” Manchin said. “I believe Joe Biden is the right person, the right place, at the right time for our country. Now we have to unite together. And that means a little bit of difficulties and challenges, but we’ll get through this.”
